Every month, we spotlight someone from the LERETA team. This month, meet Carlos Franco — VP of Payroll and Benefits, 10-year LERETA veteran, and the person making sure the behind-the-scenes runs so well that nobody has to think about it.
What do you do in your role with LERETA?
I oversee payroll and benefits operations to ensure accuracy, compliance, and a consistent employee experience across the organization. A big part of what I do is making sure the ‘behind-the-scenes’ functions run smoothly so our people can focus on their work without disruption. I work closely with leadership and our HR team to build structure, improve processes, and support employees through reliable and transparent programs. I’m also involved in broader HR functions, including leave of absence administration, workers’ compensation, and employee relations matters, helping ensure we are both compliant and responsive to employee needs.
How long have you worked with LERETA?
I joined LERETA 10 years ago as an HR Generalist II and have grown into my current leadership role.
What is your favorite thing about your job or working at LERETA in general?
What I enjoy most is the opportunity to build and improve systems that directly impact our employees’ day-to-day experience. I also genuinely enjoy working with and helping employees, whether it’s resolving issues, answering questions, or making sure they feel supported and informed. Over the years, I’ve seen our HR function evolve into a more approachable and trusted resource, and being part of that transformation has been rewarding.
Tell us about your family.
I’ve been married to my wife Monica for over 20 years. We have two kids, Carlos and Lucy, who keep us busy and entertained.
What do you like to do in your free time?
When not spending time with my family, I stay very active and focused on fitness, whether that’s walking, working out, or staying consistent with daily movement. I also enjoy working on my car and have a strong appreciation for classic style and vintage culture.
Where did you grow up and/or where do you live now?
I grew up in Baldwin Park, a hardworking, tight-knit community that helped shape my work ethic and perspective. While my parents still live in Baldwin, I live in Upland with my family. I’ve always valued the diversity and opportunities Southern California offers, and I’m proud to continue building both my career and family life here.
